Convenient transplantation: the national highway319 and 207
transverse the whole city. The former has been covered with
cement and the latter is under the project of widening. The
north arterial highway of Hunan province has finished building.
The expressway from Changsha to Changde and the railway from
Shimen to Changsha are open to vehicles. The Changde airport
has been put into flight with the 4C standard. The Changde port
and the Jinshi port, with the capacity to accommodate million-ton
airliners, are connected with Changsha to the south , with Yueyang
to the north, with Chongqin up the Yangtze River and down with
Shanghai. Changde has formed the network of three-dimensional
communication and transportation of land, water and air. Advanced
communication facilities: during the State's Eighth Five-Year
Plan period, one billion yuan has been invested in the communication
facilities. All of the towns and some of villages can communicate
with the whole world through program-controlled phone, mobile
phone, beeper and picture and text fax-machine. The Changde
infoport has been put into use. Sufficient energy supply: Changde
has developed into a vital energy base of Hunan province with
a 120 kw-power plant at Shimen county, some small and middle
plants at Sanjiangkou, Yanzhou and other places, the Lingjintan
power plant under set-up, and two 50 kv –transformer substations,
Gezhouba—Changde—Zhuzhou and Wupianxi—Changde, under good operation.

Changde Airport as the window, provincial highway as the framework

the mechanization and automization of them by developing the
digital broadband exchanging and auto-disposal of post. As for
the reform of industry, it places Changde Cigarette Factory,
the state-owned large-scale enterprise, as the locomotive to
develop the plantation and re-baking of tobacco, the packing
industry and the print industry. Through three of four year’s
efforts, it will develop Changde Cigarette Factory into the
aircraft carrier in cigarette industry with the annual productive
value reaching 5 billion. With cement as a leading product,
it will take great efforts to develop prefabricated components,
glasses, plasterboard, new wall materials. With Taoyuan Textile
Mill and Changde Textile Mill as the base, Changde is changing
itself from a textile city into a textile and clothes city by
developing high density fabrics and making famous brand clothes.
It is improving such new and hi-tech products as videophone
and program-controlled telephone exchanger in quality, quantity
and scale, thus giving a push to the combination and technological
reform in the electronic industry. By merging, combining and
upgrading, its mechanical trade is forming the whole advantage
with dredger, commonly--used machinery, tobacco machinery and
